The Ishta Devata is read from the twelfth sign counted from the Karakamsa. The procedure yields a graha; turning that graha into a deity is a second step, and the schemes disagree. Nine pages, one per graha.

How the rule arrives at a graha

This is Jaimini's procedure, from his Upadesha Sutras (the Ishta Devata material sits in the 1.2.68-1.2.82 range). The twelfth from Karakamsa is the Jivan-muktamsa, the house of moksha, so the deity said to carry the soul to liberation is read there. The precedence is: a planet occupying that sign first, then a planet casting rashi drishti on it, and failing both, the lord of the sign.

What this does not claim

Three things stay explicit. First, the procedure yields a graha, not a name - the name is a reading of that graha, and there is more than one reading. Second, the sources genuinely diverge: some teachers refine through D24 before D9, and some lines reverse the counting direction when the Atmakaraka sits in a feminine sign; what is used here is D9 and zodiacal counting. Third, a chart-derived deity is a tradition rather than an instruction - the classical texts treat it as a pointer for practice, and nothing in them says a person cannot worship as they choose.

How is the Ishta Devata calculated?
Take the Karakamsa - the Navamsa sign your Atmakaraka occupies - and count to the twelfth sign from it. Then, in order of precedence: a planet occupying that sign, failing that a planet aspecting it by rashi drishti, failing that the lord of the sign. The planet you land on is the finding.
Does birth time matter for this?
Completely. The whole chain starts from the Atmakaraka, which is whichever planet sits at the highest degree in your chart. A shift of a few minutes can change which planet that is, and every step after it. If your birth time is uncertain, treat the result as provisional.
