Why the cusp, and not the house
Mainstream Parashari practice reads a house as a whole sign and weighs its lord, its occupants and the aspects on it. KP starts somewhere narrower: the exact degree of the cusp, which under Placidus usually falls partway through a sign. That degree sits inside a nakshatra, and inside a sub-division of that nakshatra. The lord of that sub-division is the cuspal sub-lord.
Why it is treated as deciding
Krishnamurti's claim is that the sign shows the setting, the star lord shows the source of the result, and the sub-lord shows whether the result arrives at all. So for a marriage question you read the 7th cuspal sub-lord and ask which houses it signifies: if it signifies 2, 7 or 11 the matter is promised; if it signifies 1, 6 or 10 it is denied. The verdict is one planet's, not the whole house's.
What it demands of your birth time
A cusp is a degree, and degrees move about one per four minutes of birth time. A sub-division is narrower still - the shortest are a few minutes of arc. So a birth time off by a quarter of an hour can move a cuspal sub-lord to the next planet and reverse the reading. This is the honest cost of the method's precision: it is more decisive than whole-sign reading and correspondingly less forgiving of a rounded birth time.
