The four levels
KP builds a house's significators in a fixed order: planets in the star of the house's occupants, then the occupants themselves, then planets in the star of the house's owner, then the owner. The first level outranks the fourth, which is the reverse of the intuition that a house lord matters most - in KP the star lord of an occupant speaks louder than the lord of the house.
What the ranking is for
A KP prediction is a dasha statement: the matter happens in the period of a planet that signifies the right houses. So the significator table is the bridge between a chart and a date. For marriage you want a dasha lord signifying 2, 7 and 11; for a job change, 6, 10 and 11. Without the ranking there is no way to choose between the several planets that signify a house.
Where practitioners disagree
The four-level scheme is standard, but the refinements are not. Whether a planet conjunct a node takes the node's significations, how to treat a planet that is its own star lord, and whether to drop significators whose sub-lord denies the house - all of these are taught differently by different lineages. A significator table is therefore a reading, and two competent KP astrologers can produce different ones from the same chart.
