At the moment of the query the astrologer notes the day lord, the Moon's star lord and sign lord, and the ascendant's star lord and sign lord. Those five are the ruling planets. KP uses them to break ties when a chart offers several candidate periods, and in horary to confirm which chart to cast.
The claim, stated plainly
The underlying claim is that the moment a question occurs to someone is itself significant - that the querent arrives at the astrologer at a time the chart of that time can speak to. That is a strong claim and it is not derivable from the rest of KP. Practitioners defend it by results; it does not follow from the sub-lord theory, and it is fair to treat it as a separate proposition you can accept or decline without abandoning the rest of the method.
Why they are unstable
Ruling planets change continuously - the ascendant's star lord turns over in minutes. Two consultations twenty minutes apart give different sets. That is intended, since the moment is the input, but it means ruling planets cannot be checked against anything: there is no second observation of the same moment. A technique that cannot be re-derived is a technique that has to be taken on trust.
