What blindness means here
Lal Kitab describes certain planetary positions as andha - blind. A blind planet still occupies its house and still belongs to the chart, but the tradition reads it as unable to act on the affairs of that house: present without effect, or effective in a way the person does not notice. The condition is positional, taken from the fixed-house table rather than from degrees or aspects.
How it differs from a weak planet
Classical astrology has its own vocabulary for a planet that cannot deliver - debilitation, combustion, being hemmed by malefics - and each of those is measurable. Lal Kitab's blindness is not the same idea in different words: it is a table entry, not a calculation from degrees. This is worth being clear about, because the two are often blended in popular writing as though blindness were simply another word for debilitation.
