The distinction
A jagta (awake) planet is held to be delivering its results in the life as lived; a sota (sleeping) planet is present in the chart but dormant, its effects waiting on something to rouse it. Which planets are awake is read from the fixed-house positions and from which other planets keep them company, not from a dasha.
Why it matters more than it sounds
It is the mechanism by which Lal Kitab explains a chart that does not match a life. A difficult position that has not shown up is read as sleeping rather than as a failed prediction. That makes the system very flexible, and it is also the fair criticism of it: a framework that can explain both the presence and the absence of an effect is harder to test than one that cannot.
