The exact condition
Ruchaka Yoga forms when Mars is in its own sign - Aries or Scorpio - or exalted in Capricorn, and that sign falls in a kendra from the Ascendant: the 1st, 4th, 7th or 10th house. Both halves are required. Mars exalted in Capricorn in the 3rd house is a strong Mars and is not Ruchaka; Mars in Aries in the 10th is. It is the Mars member of the five Pancha Mahapurusha yogas, one for each planet that is neither Sun nor Moon.
How often it actually occurs
Three of the twelve signs qualify for Mars, and four of the twelve houses are kendras, so roughly one chart in twelve carries Ruchaka - a little over eight percent. Taking the five Mahapurusha yogas together, about one chart in three has at least one of them. That is worth holding onto, because the name translates as "great person" and the popular readings treat it as a mark of destiny. A condition met by one birth in twelve describes a tendency, not a fate.
What the classical texts add, and what weakens it
The stricter readings require more than the geometry. Mars combust - within a few degrees of the Sun - is held to lose the yoga, as is Mars hemmed between malefics in the 12th and 2nd from itself, or Mars debilitated in the navamsa despite being dignified in the rasi. Read as a reading rather than a verdict: a dignified Mars in a quadrant describes physical courage, directness and a capacity to finish what is started. Whether the chart lets that show is decided by the rest of it - the Lagna lord's condition, and which dasha is running.
