What the D9 chart is read for
The D9 does two jobs, and conflating them is the commonest error in reading it. It is the chart of marriage and the spouse, and it is also the general strength test for every planet in the horoscope: a planet dignified in the D1 but fallen in the navamsa is classically read as promising more than it delivers. A planet in the same sign in both charts is vargottama - 'best in division' - and is treated as reliably strong.
How the D9 is calculated
Each sign divides into nine parts of 3°20', giving 108 navamsas across the zodiac - the same 108 as the nakshatra padas, because a pada and a navamsa are the same arc.

Reading it alongside the birth chart
Read every important D1 planet again in the D9 before committing to a judgement. For marriage, read the 7th house of the D1 and then the D9 as a whole; for strength, compare each planet's dignity across the two. Vargottama planets and the D9 position of the D1's ascendant lord carry the most weight.
What a divisional chart will not tell you
A strong navamsa does not guarantee a marriage, and a difficult one does not forbid it. The D9 refines a promise the D1 has already made; on its own it is a strength test, not a forecast.
